     The Congress of Independent Unions was established in 1958 as an alternative to the AFL-CIO for union representation which was relatively unavailable in the Construction industry. Truman Davis founded the CIU and opened an office in Alton, IL where the Union has maintained its National headquarters.  

      Through the years, it grew to represent members in various industries and expanded throughout the Midwest, even reaching the east and west coasts at one time. Today the membership is largely located in the Midwest with organizing efforts being made in other parts of the Country.
